How can I download apps to my phone because the card information I put won't save because something is wrong wit apples computers

I did that already what else can I do to fix it . Because I have money on my bank card so I don't understand why I can't download any apps. Plus I just bought a laser tag game but I need the app to play it smh . Something yall gotta do on ur end to fix this p
You DO NOT have to buy a brand new phone just to download apps. And Apple is not a phone company. We also don't represent Apple. With that aside, what's the issue? You can't download an app even though you have money on your card to pay for it? From your screenshot, you don't have your Apple ID tied to your credit card, so you can't pay for it anyway...
To have your own account you need the following.
A residential address in the country of the iTunes Store you are buying from.
An acceptable Credit card supported by a bank in that same country. To learn what is acceptable visit the billing and payments section in your profile.
With this resolved, fill out the application form.
But you don't have to go in this direction, you can buy gift vouchers and redeem them to meet the cost of purchases. And there is always th option to follow the instructions in the post above and choose the none option.

My card info won't update so how can I download apps on my iPhone. Why do u need my card info if what im getting is free. An when I put my card info in or my mom card it still didn't work smh I need help
