How do I enable old phone but I don’t have a computer just iPad and iPad mini

If the phone does not start you will need a computer. Either borrow one, or make a Genius Bar appointment at an Apple store and they can help you activate the phone.

If the phone does turn on you should be able to set it up as a new phone.
