Control When iOS Updates Are Downloaded

I live in an area where there are few options for internet service. Many people here use a Verizon 4G signal which can be routed into their home network via a Verizon "cantenna". The main drawback of this is that your monthly data is used by both your iPhone and your home internet. It doesn't take many Windows or iOS updates to completely use up your 4G data.

I can control when Windows updates are downloaded, which means I cacn take my laptop to a public library and use their WiFi when a big Windows update comes along. I have not been able to figure out how to manage when iOS updates are downloaded to my iPhones.

Does Apple have any plans to add a setting that would allow me to defer downloading an iOS update for a period of time until I can get to an unmetered WiFi signal?
