If I delete photos on iCloud Photos, and I delete all deleted photos there as well,
is there still a time lapse between that action and seeing it duplicated on my
MacBook Air?

Of course - first off no sync is done until the device is on a network and awake - and even if everything is on a network and awake things take time - depending on how many photos you delete if everything is online the sync should normally be fairly quick but there always is some time lapse

What if one deletes and leaves iCloud Photos right afterwards -- will the direction that
the photos have been deleted eventually happen -- or should be keep iCloud Photos
and Mac Photos open to allow the transfer of information to happen?
Photos does not have to be running as the sync is a background process - Photos must be inactive (I personally quit it) and the Mac awake
