iCloud lock?

I am contacting you guys on behalf of my husband. For some reason his iCloud was locked he knows the email and password however it’s saying it needs more verification. He no longer has access to the email he registered iCloud with and none of the security questions are going through. His phone is un usable until we get past the lock. What are our options?
