iPhone 7 restore error

Ok, so I have two phones. A iPhone 7 and iPhone 7+, my iPhone 7+ shattered inside an Otterbox Defender Series case (That's a whole different problem with NO ONE GETTING BACK TO ME FOR MONTHS, but that's not what I'm writing for). I'm writing because my iPhone 7 suddenly turned off and started cycling through the Apple logo without being able to actually boot up. I've tried rebooting it several times before trying to restore it. Nothing has worked thus far. It's still cycling through boot up screen over and over with no responsive. and whenever I try to restore the phone it says "Error 4013" everytime. Help!!
