Downgrading from macOS High Sierra

I am downgrading from macOS High Sierra back to macOS Sierra as a clean install from a bootable drive that I created.

Will I be able to selectively migrate settings, apps, files etc. from Time Machine backup without it reinstalling macOS Sierra?

macOS High Sierra (10.13.3)

Yes, with the caveat that files that have been updated to work with updated apps that created them may no longer be readable by their previous versions.
