cannot swipe up or press red minus when closing app

I am currently starting to encounter the issue on the iPhone X when I am trying to either swipe up or press the red minus when closing app. Has anyone encounter the issue? Eventually, it will allow me to swipe up but that varies from 10 minutes to an hour.
