Theoretically yes. Any time an Apple Store, Apple service center, or an AASP for anything that requires removing/replacing the screen, when it's placed back it should meet the factory IP67 standard. They'll place it on a special rig that checks for proper alignment and seal. Just remember that Apple doesn't really guarantee it in any way. The seal is from an adhesive and that's not guaranteed to stay perfect.
Iphone 8 plus screen is cracked. If i send in for repair to Apple specifically, will the repair by Apple return the phone to its original “IP67” water resistant/proof rating, or is that pretty much out the window at this point?
