I am not able to download any apps on apple store

Every time I feed in my password it says your account is locked ... I go thru the whole process of unlocking my account.... I change my password... log in again.... it shows again that the account is locked

You are logging in from scratch i.e. entering your id and password : What to do after you change your Apple ID or password - Apple Support ? Or are you still logged in from before resetting its password ?
