in icloud drive only showing waiting to upload

For a device, try Settings/Your Name/iCloud and slide off syncing. Wait a few minutes and then resync. This will start the sync from the beginning.

For a computer, try going to System Preferences/iCloud and stop syncing by unchecking the box. Wait a couple of minutes, then check syncing.

Last resort - have you tried signing out of iCloud and then sign back in?

Same here. This is a terrible situation, I lost everything on the iCloud Drive, and now I have only local (on Mac) backup. But the way how many apps work (between iOS and macOS) requires iCloud Drive. The bad thing is that Apple did not send any emails with info like "sorry user, but iCloud Drive will not work at all for about one week" or something like this. And thier "Status" website shows everything with "green leds". Massacre.

It works back now. Best of all: documents are not lost (no need to re-upload from local disk archive back up).
