I can’t add a rescue email

When I try to add rescue email this message comes “you must change your security questions” but when I want to change them, this message comes “ we don’t have sufficient information to reset...” so please help me to add rescue email!

Security Questions So, I forgot security questions. When I tried to reset it, it says "Cannot reset Security Questions, don't have sufficent information to your security questions." After that I went to the rescue email, and when I tapped on that, it says it again " Cannot reset securit Questions, etc." Why doesn't just send or reset it into my primary email?

How to change my security questions without knowing one ? It seems i stucked in loop hole, i forgot my security questions so when i ask to change it, reset security questions prompted to me to answer one of questions to restart it, but as i said i dont know any of them. my account has not any rescue email, since i built it some years ago on one of company's computers. is there any way to ask apple send me a link to current email which is being used to register my apple id and let me restart my security questions with it ? honestly its really bad experience to ask security questions to restart them.
