Split View windows not restored after mac restart

I use Split View primarily to have the Messages app, and a Chrome window with Facebook Messenger in it side by side on one desktop. When I restart my Mac and all my apps/windows are restored, the Messages app opens full screen in its own desktop, and the Chrome window with Facebook Messenger opens in another desktop full screen.

I also noticed that the apps and windows I have open (not full screen or Split View) on different desktops don't get returned to the correct desktop when they are restored.

This issue has been happening for a long time, I dont think it's specific to this OSX version or even High Sierra.

Any advice or suggestions to get everything to restore to the correct place on restart would be very appreciated!
