Not sure if it's a server issue or an Apple ID issue

The Ipad has my mom's Apple ID since she bought it somethibg like 1.5 years now, but recently it seems like it's got blocked for some reason.

We use the same password since we got it, and tried every thing we know but it's still not allow us to do any action.

I can't use the Safari because it says that there is a server issue though it's connected to our home WIFI.

I even tried to delete the whole data and start from zero but it didn't allow it as well.

I tried to swich the Apple ID to my own and it did not allow.

Except of deleting it's dowloaded apps it basically won't let me do any other actions.

The Ipad do not have a password, and I'd really like to set it up and start from the beginning.
