iPhone X will not “finish” updating icloud

I recently purchased a brand new iPhone X. It will not allow me to update the newest operating system because it says the phone has not finished updating my iCloud. (The “Install Now” is ghosted and does not give me the option.)

1.) I have shut the phone down and restarted.

2.) I have made sure that I had my phone plugged in, locked and connected to Wi-Fi to complete the updated. (Has not moved on the updated)

I purchased the phone 2 weeks ago...all of my info. transferred to the new phone while we were still in the store.

Any advice is welcome!
