File exchange from iPad to PC via iCloud

Hello-

I have multiple family pics/videos taken with iPhone/iPad. I moved them to iCloud, and then organized them with my PC. After moving the organized files/folders back to iCloud, I can't see all of them from my iPad. I can only see about 2/3 of them.

Any suggestions?

Are they stored in icloud or on phone? I've got 15,000 photos set up this way she can view, but I've gone brain dead and cannot remember how to do it.
