Sticky notes unstable in preview

I have noticed other comments for last year about this issue but wondered if a solve has been found. Basically annotations in preview are saved very erratically when using high Sierra. Sometimes with content and sometimes not. Sometimes a sticky that has saved previously suddenly appears blank. Each time I make a sticky I save the PDF but to no avail. Even worse documents I have worked extensively on to save notes are now blank, meaning I am missing my ability to reference back to notes I have made previously that I rely on. This is a huge problem and what has finally convinced me to give up on preview completely and move over to adobe.
