Ipad Activation

Dear Apple I live in Lagos Nigeria. Kindly assist me. There is presently no apple store here to the best of my Knowledge. I have used my I-pad for five four years before now and the screen was broken. I gave it to a local technician here in Nigeria to fix for me. After replacement he said that he needed to "flash it". On bringing it back with a latter version of IOS I could not activate it with my iCloud details. It keeps saying that my I-cloud details cannot activate the I-Pad. I have tried several options but to no avail. Even at that I am unable to see the l-Pad again among my devices in I-cloud. Also it says that only cn*****@y*****.com. can activate my Ipad.
