Help! Photos not saving in iCloud

Hi, I've noticed my photos in my iCloud only go up to June last year. I have enough space in my iCloud, so am uncertain why it stopped uploading. Assumedly I did some software update around that time. It says it is recently updated so it's definitely skipping all 'new' ones. In my iCloud settings, Photo stream is turned on (I have tried turning it off and then rebooting, and then turning it on again - but did not make a difference). iCloud Photo Library is off, but from my understanding I should not have to use this (and I don't think I want to, so would prefer to keep it off)

Help? Please?
