Problem with charging and battery life

This may sound a little confusing but my macbook air only charges when it is turned off and on top of that the battery life only last for about an hour or two. This can be a little fustrating. My macbook will not charge while I am using my computer or while it is turned off. It only charges when it is turned off, and when I do turn it on it stops charging.

1. Reset SMC. Choose the method for “If the battery is non-removable”.

2. Hold the option key down and click  menu in the menu bar.

Choose “System Information” from the dropdown

Hardware > Power > Battery Information >Health Information > Condition

Does it say Condition: Normal?
