I live in the US, and i want to do some IN-APP purchases on a Korean App, but i don’t have a Korean credit/debit card. Can i still buy things without having one?

Can I use national credit card for foreign app? I know I can download foreign apps from the app store by chaning the country settings, but now sure if I can make in-app purchase there. So for example, I have canadian credit card and I downloaded a Korean app. And it asks me to upgrade to premium to remove ads. In this case, can I use my Canadian credit card to pay? How i can download an already paid App from another App Store Region? Hi, i have a paid app i downloaded from UAE store in 2013. It does not show in US store. I need to re-download same app on new device. I tried changing the region in App Store but it asks for Credit Card from that region to proceed. How i can i access the paid apps in other regions and download them if i do not have that region's Credit Card?
