I recently installed High Sierra on my 2012 Mac Mini. Now, most of the f keys on my wireless keyboard (Mac) don't work. I was used to the f9 key showing all open windows, for instance. Now, nothing. I tried the option in System preferences both ways. No change. The volume control keys do work.
The keyboard batteries are 100%.

When booted in Windows, start Windows Control Panel -> System -> Boot Camp and check the Keyboard tab. It should be next to this Trackpad tab...

Do you have a second keyboard, preferably USB, which shows similar behavior?
Can you check the Keyboard settings in Boot Camp Control Panel?

Try using Fn+F9.
Thanks for the reply, but that has no affect. None of the f keys work with fn pressed. Without fn, only the volume controls work.
