I need to change the BILL TO on my invoices. i already edited the name on the iphone but still the invoices i get are on the previous name. please help

You edited the name where exactly ? Have you updated your billing name on the iTunes account e.g. by tapping on it and logging into it in Settings > iTunes & App Store or on http://appleid.apple.com ?

Updating the billing address on the account via Settings > iTunes & App Store (Payment Information section) should have been sufficient - that still shows the name that you changed it to, and new purchases on that account since changing it are still showing the old name ?
