How do I connect to the extra Icloud storage I am paying for?

I had the $.99 a month extra storage for my computer uses and my Iphone and Ipad. We cancelled a credit card without thinking it was hooked up to Apple payment. Just resigned up and nothing is syncing. Everything is out of storage and the extra Icloud is not kicking in. Apple keeps sending me surveys on how I liked the service I received which I did not receive or hear from them. I've written several times now. Out of options here. Iphone 7 plus, Ipad air and use for my pc
