Is the new HomePod compatible with Smart TV's. Can I use the home Pod as an external speaker (bluetooth or wireless) with a Samsung smart TV? This is a deal breaker, being able to play TV audio on the HomePod.

The HomePod is not a generic Bluetooth speaker. Unless your Tv supports AirPlay (don't know any that do), you will not be able to send audio to it from your TV.
If you have an Apple TV, you send audio from it to the Homepod over Wifi using Airplay.
