I have a game on my IPAD and i want to delete and reinstall but I want to make sure I do not lose the progress in this game. The game is not working right.

THis might be a question better directed to the app developer. Apple reduced how game center works over a year ago so different games had to find their own ways to friend, and for some of them to back up game data.
Your game should have a support link or forum and someone there can give you more specific directions

Storage
Select your game
Choose “clean up”
