Somehow the AUTOMATIC switch in the time settings keeps turning itself back on so I never know what the correct time is on my phone. Anyone else having this issue? If you had it and no longer do, what did you do to make it stop doing that?

Automatic sets the correct time for whatever time zone you are in. If you are changing time zones and do not want it to change, go to settings>privacy>location services>system services - turn off setting time zone.
I did that as you suggested. Just now I looked at my clock and knew it was wrong. I went back into Settings>General>TimeAndDate and once again AUTOMATIC has turned itself back on again.
I went back to that privacy setting and it’s still turned off as you instructed. So something is turning the Automatic back on in the time settings.
You may need to contact Apple.
