Why is my phone still in activation lock mode?.

I have made an erase request via iCloud and I was able to identify the iPhone that I want to erase yet it is now giving me the message "iPhone will erase once connected to the internet" the iPhone is connected to WiFi what could be the problem. I am stuck!
