Try resetting its password (and then logging out and back in everywhere) : If your Apple ID has been locked - Apple Support
If that doesn't fix it contact iTunes Support and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww or https://www.apple.com/emea/support/itunes/contact.html
You have Yemen as the country on your account ? You have to be in a country to use its store, if you don't have Yemen selected the is likely to be why. If you are in Yemen how did you contact them, did you use the form ?
It is yemen on my account.
We have net (bad but working) so i chat with a person in support via an option on the apple page.
I tried making another app ID but failed to complete because i have no pay card.

I can not use spp store, i get (ID is disabled), i changed password, it works but does not solved the problem, i connected support via chat but they wanted i call by phone someone in saudi arabia but i am living in Aden (yemen) so can not go via phone, only using our (bad) net.

Yes i did, but not working.

I told them i can not because i am living in Aden (yemen) and have no way to do so
Use the form to contact Support, they should reply within 48 hours
If you can get another chat going, ask them if they will Skype or FaceTime with you. I have read that has been done before.
