To turn off Location Services, including the built-in GPS, for your Apple Watch, turn it off on your iPhone (the same setting governs both devices).

To turn it off only for the Workout app:

On your iPhone, go to: Settings > Privacy > Location Services > in the list of apps beneath, set Apple Watch Workout to Never.

Turning it off will mean that your Apple Watch cannot, for example, use GPS data or record a route map when tracking any outdoor workouts via the Workout app.
