Why can’t I turn on my mobile data via my control centre?

For the past two days I’ve been trying to fix this problem. I’ve tried restarting my phone multiple times and resetting my network settings yet I still can’t seem to fix the problem. I can only access my mobile data through the settings, even still I can’t control which apps use the data. Please help!
