You need to connect the iPad, by its cable, to your computer's iTunes in order to reset it : If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
Frozen iPad screen, disabled connect to iTunes.

I did, and iTunes told me to unlock the pass code, but the screen on the iPad just stays on the disabled screen.

I have a 1st gen iPad. It sat for awhile and now it says disabled connect to iTunes. But iTunes says to put in the passcode but the screen won’t do anything but turn on and off.
