iCloud photo albums are empty after upload from iMac

I recently uploaded my Photos library from my Mac (10.13.12) to iCloud. When I log in to iCloud through the website, all the photos seem to be there, but all my albums are empty. The system-generated albums (Videos / Panoramas/Screenshots) are all populated, my albums are all listed, but all are empty.
