i have logged into my old iphone with my icloud and it was fall fow to the water so i bought a new iphone I can’t connect my icloud to my new iphone because it is already using on my old phone but i cant sign out because it was broken

You should be able to sign in on the new phone using the same Apple ID. What happens when you try? Error message(s)?
Do you have access to another network where you can try to log in? That has worked for several people.
What has also worked for some is trying 10 + times in a row.
Try a restart.
Try a forced restart.
