my icloud is locked for security reason but when i try to verify using security questions i get an error message

its been a while since i was unable to log on to my icloud account because its saying it has been locked for security reason

icloud i keep resetting my password because there’s an “error” and says my birthday is wrong when i try to use my security question. now after resetting it for the 6th time it still won’t let me sign in and i get the message that pops up (show in picture) then it makes me reset my password again. how can i fix this
