AUTO RECOVERY EXTENSION

I want to buy a used iphone which the owner has forgotten the password , we have been trying to recover the password . We used the Auto recovery option which at first gave us a 24hr wait period , the period has expired and it has extended it for another 13 days without any clear reason why it did so ,is this the normal ?
