You don't need wifi connection to send or receive SMS/MMS. You need only a cellular data plan with your carrier (cellular data are used even if you are connected to wifi network).
For iMessages, if you are connected to a wifi network they use that network; if you're not, they use cellular data.

Unfortunately not helpful, the problem is my phone keeps trying to send the message through Whats App and then shows "not delivered". I would love it to use the normal operators messaging service but cannot get it to do so!!!
In your question you didn't specify that you were talking about Whatsapp messages.
But Whatsapp's messages follow the same rule applied to iMessages: they can be sent / received via cellular data and/or wifi connection.
If you're having problem with your cellular data traffic plan (having enabled Settings>Cellular or Mobile Data>Messages or Whatsapp>ON), talk to your carrier and explain your problem.
If you can use it only with SMS/MMS/iMessages (and not Whatsapp), contact Whatsapp's support team.
