What do you mean 'does not accept', if you are getting an error message what does it say ? If you are getting a 'declined' message is the card registered to exactly the same name and address as on your iTunes account, and was it issued by a bank in the country where you are (and which is therefore the country on the account) : If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support ? If it's a debit card, and if it's being declined, that might be why - not all debit cards seem to still work with iTunes

Go to http://www.apple.com/support/itunes/ww and select the country where you are (and which is therefore the country on your account)
The message on your screenshot tells you what you need to do, go to the URL in that message and contact iTunes Support.
