Apple Pay Services Unavailable in Messages. Why?

I am trying to send cash to someone in Messages using Apple Pay Cash and am getting an error that says "Apple Pay Services are currently unavailable. Please try again later." I have made sure I have the updated iOS, and I have "send and receive apple cash" on in settings, valid credit cards on file, the amount isn't too high (I tried testing it with just $5), I have both wifi and cellular service where I'm at, etc. Does anyone know why this is happening?
