Mac OS High Sietra My desktop photo will not remain until next session?

Using latest OS High Sierra set my desktop with my own photo trough system pref/desktop. Next time I boot up, it reverts back to High Sierra desktop? What am I doing wrong?

iMac, Mac OS X (10.7.4)

Did you put the picture in the Desktop Pictures folder? /Macintosh HD/Library/Desktop Pictures/. Try that and see if that helps. You can navigate to that folder through Finder.

No, this has not solved the problem. Even talked to Apple rep. could not come up with fix!
