Time machine will not backup my 500G solid state drive

I purchased a SandDisk 500G solid state drive. Am running macOS Sierra using time machine as backup.

The solid state drive shows up on exclude list but will not let me remove it. Has anyone had this problem?

PowerMac, Mac OS X (10.5.8)

How did you format the new SSD? This is your internal SSD??

Time Machine drives must be formatted in HFS+.
