How to edit and move bookmarks under Safari 11.0.3

I have tried to follow the simple advise on-line re editing and moving internet bookmarks into a bookmark folder but it doesnt work. I'm thinking that there might be new advise because of the updated OS. Help?

safari new bookmarks will not save Any new bookmark I save does not show up however, some show up in a search. I'm using safari V15.0 on mackbook. Thanks for ideas you have.
