My wife and I each have an iPhone with the name HP Administrator. Can we change the names without causing trouble with cell service, email, etc.

The name of the iPhone has nothing to do with your mail, or cell service. The iPhone name is strictly for your own purpose, and will help identify your backups and other places the phone is listed such as your Apple ID list of devices. Go to Settings>General>About>Name, and type in anything that you desire.

That will work, but is not necessary. You can change it right on the phone, as Chris pointed out.
Another thought.
Since you mention HP Administrator, guessing that you are using an HP computer and Windows. Don't use a special character in the name such as Bob's iPhone. The apostrophe can make it difficult to connect a Windows computer sometimes with Personal Hotspot.
