How can I add global keyboard shortcuts in High Sierra?

System Preferences --> Keyboards --> Shortcuts


"Switch to Desktop 1" is in the list. I've changed that to what I want (Command1, which I've used for years). On my previous Mac I also had Switch to Desktops 2, 3 and 4, but I can't find a way to add a new shortcut in High Sierra. How can this be done?

iMac (Retina 5K, 27-inch, 2017), macOS High Sierra (10.13.3)

The options for the shortcuts to a particular desktop will only show up if you have defined that desktop in Mission Control.
