How do I get a refund for iTunes Match that I didn’t sign up for.

Either you, or somebody who's used your computer, must have signed up for it. Purchases are considered final but you could try the 'report a problem' page to contact iTunes Support and see if they will refund or credit you as a one-off : http://reportaproblem.apple.com
