hotspot won’t work after latest OS update

I updated my iPhone 8 to the latest operating system last night. Now I can’t connect to it using my iPad 4 (also updated last night). I have reset the network settings, rebooted it, and changed the password. It say it can’t connect or claims it’s the wrong PW. There seems to be a new “share the hotspot” feature and that’s not working, either. Any suggestions would be appreciated.

And while entering this on my iPhone the insertion point was a full inch or more below the text being entered so it appears they have screwed up multiple things.
