I’m wanting to confirm that I can buy AppleCare+ for my phone with in one year or purchase as long as the phone is in good working order

It must be bought within 60 days of the iPhone, and the iPhone needs to pass a physical inspection or remote diagnostic.

That's for regular AppleCare, not AppleCare+, which is still available for iOS devices in some countries.
