Old Ipod won't sync with new Dell & new Iphone

I have a 2013 Ipod and the battery is failing. I can keep it on by plugging it in to the new Dell computer . I can play my music from there. The ITunes recognizes my new IPhone 6SE & I can purchase new music any time. New music transfers over to the old Ipod if its plugged into the computer.How can I get the Dell to recognize the older Ipod so I can transfer the songs over to the new phone? I've been to the apple store & they were too busy to really delve into my problem. Thanks for any and all help!!
