Can't turn off Safari/search engine suggestions

Recently I've been unable to turn off Safari Suggestions, Search Engine Suggestions & Preload Top Hit: these are all toggled Off but as soon as I start typing in the Safari address bar, it brings up all the stuff I've turned off!!! Also, typing in the Google search box, brings up suggestions below the box. I also have an iPad Air & this didn't used to happen on either device but now is happening on both. It doesn't happen using Google on my PC, using the Opera browser. Is anyone else suffering in silence?
