I’m not trying to set up Touch ID, I’m trying to figure out how to stop going to the home screen when I lay my finger on the home button, but to go to the home screen when I click the home button.

Which iPhone model do you have?
If you have Touch ID, just clicking the Home button will not go to the Home screen, it will goes to passcode screen.
When I lay my finger on the home button it does something annoying and fustrating...
